fix(config): 修改检测图片默认保存配置

- 将 DETECTION_CONFIG 中的 save_detection_image 默认值改为 False
- 保持 SAFETY_DETECTION_CONFIG 中 save_detection_image 默认值为 False
- 优化检测图片保存相关配置默认设置一致性
- 保留其他配置及注释内容不变
